A certain entertainment district is bustling with people from morning till night. When the waves of people have finally died down, an incident occurs. Midori (Masayo Yoshida), a Miss Soap girl, is suddenly strangled to death at the Hanabishi Soapland. The scene is filled with people, including Detective Tashiro (Ken Utsui). A mysterious ticket with the license plate number stamped on it is found. An investigation begins, and this time, a middle-aged man, Matsuzaki (Kyoji Kokonoe), is found dead in the Tama River. Investigation reveals that he was a member of a secret club and that his membership ticket matches the one found at the crime scene.
